A FEW OF THE CANDIDATE'S RECENT CONTRIBUTIONS TO WASHINGTON STATE's COMMUNITY:
A. THE ASSUMED QUALIFICATIONS FOR THE U.S. AMBASSADOR TO FRANCE JOB
"Rebuild the Military for 21st Century Tasks: Obama and Biden believe that we must build up our special operations forces, civil affairs, information operations, and other units and capabilities that remain in chronic short supply; invest in foreign language training, cultural awareness, and human intelligence and other needed counterinsurgency and stabilization skill sets; and create a more robust capacity to train, equip, and advise foreign security forces, so that local allies are better prepared to confront mutual threats." (The President's Agenda).
The History of American Diplomacy in France suggests that political diplomatic appointees are based on party fidelity and campaigning, on civic and human rights service, on legal and international “knowledge” qualification, in particular on European and French affairs, on legal education, on serving the basic needs of the American People, World Peace and the national interests of the United States in light of the State Department’s mission statement:
(to) "….create a more secure, democratic, and prosperous world for the benefit of the American people and the international community."
As well as in light of international human rights law knowledge and experience with the US Bill of Rights, constitutional law and "par extraordinaire" European and French law.
Another ambassadorship criterium is for the candidate to have a strong personality, to be healthy and knowledgeable on efficient healing approaches, capable of “great debates”, animated with great humanitarian and human rights projects and ambitions, speaking the language of the host country and having some form of connection to France (like inventor Ben Franklin and journalist-reporter Pierre Salinger, both of whom spoke relatively well French). And in contradistinction to the situation with President Bush's ambassador to France. (1).
In this framework, Attorney and President Nicolas Sarkozy sums up what the French like in American public officials and political representatives.
“The America the France loves is an America that’s far-sighted, that has ambitions, great debates, strong personalities,” Mr. Sarkozy told Mr. Obama as their joint news conference began. “We need an America that is present, not absent. We need friends who are independent but who are true friends.”
B. EVIDENCE THAT CHRISTIAN PIERRE JOUBERT MEETS THE ABOVE MENTIONED CRITERIA TO BE THE NEXT U.S. AMBASSADOR TO FRANCE
The first piece of evidence that needs to be submitted comes from the U.S State Department, a praise letter on a human rights project, written to me by Dean Welty, Director of Multilateral Affairs of the State Department in 1991 when i was teaching law at Gonzaga Law School.
"We applaud your suggestion for internationalizing the US Bill of rights" (Letter written to Law Professor Christian Joubert, by Dean Welty. Director. Office of Multilateral Affairs. Bureau of human rights and Humanitarian Affairs. United States Department of State).
Among many other pieces of evidence, hereinafter proof of my universal and progressive attitude and capacity for “great debates” which I tried to promote as a gubernatorial democratic candidate during the last most recent Wa. State elections of 2008.
"The best speaker of the evening - judging from audience reactions - was Christian Pierre Joubert who is running for Governor. His issues were health and prosperity but it was how he spoke to us that got us with him in just two minutes. Then he handled a couple snarky questions from a couple of well known political junkies who like to bait candidates. He absolutely dissed them. "Are you liberal or conservative?" "Well, I am both at different occasions. I have a left brain and a right brain and I like to use them both." Watch for this guy. You will enjoy listening to him and he says things that make sense". Northwest Citizen, "Bill Mize forum starts the season" by John Servais, (July 23, 2008). (2).
Likewise with a U.N. representative:
"We still bask in the glow of what you and Dr Ghler presented us at the Washington State UNA conference in Spokane. People continue to express their appreciation for that day, and for your insights" Gerald Ford (November 1991).
And the Seattle University Unitarian Church director.
"Your presentation was interesting and instructive (...). Thanks again for your kindness and good luck on your efforts to establish a universal international law which would be respected by all Nations of the world". University Unitarian Church Seattle Washington.
This “holistic” and positive attitude has animated my activities over the years and decades, including, but not limited to my scientific and university work, as well as my human rights and public health work in France, with international jurisdictions (the European Human Rights Court, the UN & Unesco and inter-American human rights jurisdictions), before American municipal courts and at Gonzaga Law School, whose assistant director confirms four other relevant ambassador criteria: "legal competence, social excellence and "indefatigable energy" and "ability to foster synergism".
"I worked with Christian Joubert during the summer of 1991 when he was on our faculty as visiting professor of international human rights law. I was familiar with his contributions to our international law program, the development of an international human rights institute and the numerous community and regional conferences in which he participated. At the risk of saying too little about professor Joubert's outstanding qualifications, i will sum up my comments with the single word "superior". (...) He had seemingly indefatigable energy for both the study of subjects related and unrelated to international law and for interaction with his students and colleagues. his productivity while on our faculty was exceptional" (...) Christian Joubert is unique in his ability to foster synergism." (Paula Prather, former administrative assistant director for the Institute for Law School teaching, at Gonzaga law school).
When it comes to serving the higher ends of Justice, Peace, Prosperity and Life, i the midst of a strong team, i myself can confirm that this flow of "indefatigable energy" does appear, as has also confirmed another law colleague. Indeed, during the Summer of 2008, federal attorney and law firm director Robert F. Kiel corroborated the above while adding yet another piece of new evidence to this qualification puzzle, this one on being "extremely moral", a character trait which most of our founding fathers' nurtured:
“ (…) .If you have gotten the feeling that Christian Joubert is an extraordinary, multi-skilled, bright, creative, incredibly energetic and extremely moral and humane individual, then you are at least beginning to understand the fabulous array of positive qualities he brings to every endeavor. I feel that the citizens of any community would be extraordinarily served by any efforts he made on their behalf." (Dated July 17th, 2008, Robert Kiel, Attorney at law (member of the Ma and Fl bars), administrative law attorney and prior federal NRLB atty, Current managing atty of Law Firm).
Moreover, given the growing importance of public health for all Nations and the exigencies of the job, any skill in medicine and health is precious, if only because the knowledge to heal is one of the key issues in any plan of action, be it national, international or bilateral. Among dozens of proofs, hereinafter the Seattle Times whose staff reporter read my governor website and noted that what characterized my contributions the most was public health in association to innovative science and holistic medicine.
" Christian Joubert, of Edmonds, would make public health and holistic healing his top priority. The Democrat says on his Web site that "chronic diseases including chronic stress can be cut down by at least half in four years" under his proposed policies". And this public health concern goes back to the late 1970s and 1980s when I got trained in science, medicine and holistic health. French President, François Mitterand benefited from this health knowledge.

(The report was a one hundred pages prostrate cancer courtesy report to help the President cure his cancer).
To which we can add three other testimonies.
"I André Lassaube certify that I assisted a cancer colloquium organized by Association Jus Cogens and M. Christian Joubert which I found very interesting and useful. Monsieur Christian Joubert developed different action mechanism in carcinogenesis and complementary medical approaches which i found to be interesting". Docteur André Lassaube (France).
"I the undersigned Breda Besvir MD, certify having participated at the fitness and cancer information center organized by Association Jus Cogens and directed by Monsieur Christian Joubert". Dr Breda Besvir. Doctor of Medecine.

As for the prerequisite of all political nominations, "an iron will to serve" , we have the corroborating written testimony of my former Bordeaux Newspaper Editor in Chief, Roger Archériteguy.
" In addition, his courtesy, good education and his iron will to serve makes his employment very agreeable".
Regarding human rights institutes endeavors, among other testimonies, we have French foreign affairs Minister, Bernard Kouchner who gave me in writting his respectful:
" moral support to this enterprise..." regarding the establishing of an international institute of human rights and duties. (See the link on letters of recommendations for additional information and support).
Slade Gordon, of the U.S. Senate, also corroborates my interest in internationally recognized human rights.
"Thank you for contacting me regarding the International Covenant on civil and political rights. I appreciate hearing from you...".
An ambassador to France is not just an ambassador. As Ben Franklin and Pierre Salinger showed, he (or eventually she) is also teacher and an informant. To the President and his foreign policy team, to the People. A teacher on how other foreign nations are coping with social crises, international challenges and how the U.S can benefit from this knowlede and experience. Thus, a U.S. ambassador to France should not only know the French language and France's culture and the French system's (polity) political "rouages", but also be competent in diplomatic skills, public international law, French history (a passion of most French public personalities) the European Union, the social sciences, the Mid East, Africa (as France is still an African "Great Power" and a "plaque tournante" of international diplomacy), Nuclear Strategy and collective security, Peace and War issues, the Environment.
In this perspective, we have a university director who confirms the candidate's competency:
"...I had the pleasure of working with Monsieur Christian Joubert who was professor of a number of different courses related to international law, environment issues and in particular social and economic influences concerning the creation of the European economic community and the open market of 1992" (...). He is perfectly bilingual (....). The attached list of courses which he has taught demonstrates the breadth of his knowledge and experience. I am therefore, very pleased to highly recommend Mr Christian Joubert for a teaching position in your institution. The courses taught by professor Christian Joubert: Theory and practice of international relations: Middle East, European Common Market. Franco American relations. Selected problems in European History. European economic Community. Resources and the Environment. Comparative political systems related to third world issues. Commercial French. French politics. French history . French political processes. International law. International protection of human rights. Peace, violence and war in the Nuclear Age". David Homberg, Seminar Manager at the International Management center of Unisys and former director of Schiller International University.
Director David Homberg did forget a few other courses I taught, which include "African studies", "Islam and the Mid East", "Comparative administrative law" and "Introduction to political science", "International economics", and "History of Europe", all relevant for this job (See my resumé for the details).
Be that as it may ("quoi qu'il en soit" in Molière's language), the core and most relevant disciplines for this diplomatic position are law, political science, international economics, resources and the environment and international relations. Regarding which another University Director confirms my expertise.
" I am writing this letter of recommendation on behalf of professor Christian Joubert for both International law and international economic courses. I have known professor Joubert since 1983 as a fellow professor at Schiller International university Paris and came to work more closely with him as the acting director of that institution during the 1985 academic year. During my tenure as director, Christian Joubert displayed a keen interest in these subject areas, well covering his courses in international law, international human rights, resources and the environment, and international economics. His personal interest in the environmental and developmental issues contributed to his teaching effectiveness, resulting in the establishment of a strong rapport with his students" Attorney and Directory Larry Eaker (Director of SIU, presently professor at the American University in Paris).
And by yet another University director from an American College.
"Mr Christian Joubert taught for us in 1987 and 1988 courses in international law. The emphasis of the courses was on economic problems, development and human rights law. He was a conscientious and well liked teacher" Henning Nouneberg, Director Hollins College Abroad.
French Professor Dominique Moisi, former Deputy Director of the prestigious foreign policy "think tank" Institut Français des Relations Internationalels, to which I was a member for ten years, also corroborates.
"M. Joubert, who was my student (...) knows well the domain of international relations and appears to be qualified for this position". Dominique Moisi, Director of Institut Francais des relations internationals (one of the most prestigious French and European "Think Tank" center in international relations)
As for French Constitutional law and Public international law academic accomplishments, two testimonies. A former European Judge at the European Human Rights Court (who was also the President of the Paris Bar).
"I've read your manuscript on the Constitution and the Pact of 1966 and find it original with useful avenues of research, notably in comparative law" European Human Rights Court Judge and prolific author on public law. Judge Louis Edmond Pettiti.
And Professor Nora of the Ecole des Hautes Etudes en Sciences Sociales and one of France's more renowned publisher.

Other French personalities, including France's former Education and Culture Minister, Jack Lang. (Monsieur Lang was also my "Public international law and Culture" Professor at Nanterre University)

France's former Minister of Justice and President of the Conseil Constitutionnel (equivalent to a Federal Supreme Court) Robert Badinter praised my work on a human rights and public law project.

In terms of research and social usefulness, we have attorney Amos Hausner, the son of the former Israeli Minister of Justice.
"Dear Christian....Coming back to the Nuremberg precedent that you mention: Indeed, some of the Crimes againt Humanity which were the subject matter of these cases were of purely an economic nature. You may read about it in the book "Justice in Jerusalem" by Robert E Conot (Harper & Row, 1963). Nowadays, crimes of economic nature are widespread and constitute a world pandemic. This, along with the international nature of the tobacco business where few conglogmerates are dictating a unisersal policy on tobacco, justify the treatment of the disaster through the tool of Crimes Against Humanity. (...) Nevertheless, as i said, the task is at arms lenghth, and your book may well be in important trigger in that direction" Amos Hausner (The son of the former Justice Minister of Israel).
Francois LeTourneux (Former director of the Nature protection Department at the French Ministry of the Environment and actual President of a French and European Environment Association) gave a written testimony of my expertise on environmental protection and agriculture via project FEED, which received a distinction from "Ford-France" for its potential in being a sustainability rural model for development and food.
"We certify having witnessed with much interest Monsieur Christian Joubert's research and experimentation project "FEED". This project could be supported by Ford-France "Nature et Patrimoine" and we are sincerely and with encouragement supporting it".
From Raymond Aron, one of the brightest minds with whom the candidate was working on a political sociology dissertation.
" An exceptionally talented student".
An ambassador occasionally has to be a little theatrical like in his presentation and diplomatic activities. When he (or she) has to passionately argue a U.S. State Department or Presidential instruction, he (or she) has to be able to master the art of persuasion to both his Governmental host and the country's people. This task can be accomplished via the four elements of theatrical comedy (being truthful, surprising, presenting well and exagerating, to make a point). On this front, the candidate has five years of theater experience with one year at Boston College of French Theater production.
" This student has approached me concerning the possibility of receiving some measure of financial aid in return for producing outstanding French plays in the original language. I think his aim is a most laudable one and although i am unable to assist him through regular channels, i recommend him to you most highly. He is an ambitious and energetic student obviously anxious to learn while enriching the campus in a way that the regular theater program is unable to do. He has already achieved some success with his recent production of the Lesson which i understand he has been asked to bring to Assumption College. Such efforts should be encouraged and I urge you to give Mr Joubert every consideration" .

Litigation and the art of pleading a good cause is always a useful skill for an ambassador. A testimony from a well established tort attorney in Seattle, Mr. Peter Vial.
"Christian Joubert is a highly experienced litigator and knowledgeable in apellate law".
Judge William Downing, Superior Court, King County, Seattle Wa, confirms.
The trial "...was suprisingly well litigated ".
Judge William Downing, writing in one of his rulings about Christian's litigation skill in a cancer medical malpractice case where he argued, amont other legal theories and jury instructions, that alternative medicine should have been the standard of care and that physicians have the DUTY to inform their patients about the Science of alternative medicine and integrative oncology, without which there is no "informed consent".
As for the Ambassadorship quality of perserverance, we have the testimony of a theater Professor, priest and social worker.
"Christian Joubert was a student of mine for four years at Assumption Preparatory School in Worcester Mass. (...) During these years, Mr Joubert developed consistently his intellectual and human qualities, because of work conscientiously undertaken. Simply put, he worked hard because he was determined to make progress. And because of this, i remember him as an outstanding student" Rev Gerard Messier. A.A. (Former theater director and dean at Assumption Prep., (Worcester, Mass), also formerly from Assumption College and now working in New York with the poor, the elderly and the sick).

C.GENERAL ARGUMENTS IN FAVOR OF THE NOMINATION OF MONSIEUR JOUBERT TO THIS JOB
ARGUMENT ONE: STRONG FRENCH CONNECTION: Given President Bush's fiasco in France and his then ambassador who was not well versed on France and the French language,(1), an Ambassador who is would all the more contrast with the Bush and Republican policies and win the immediate support of the French.
Given the limitations of the Bush diplomatic agenda which led to un-necessary diplomatic estrangement between France (including Europe) and the United States, American diplomacy would need to improve its international image with a strong and talented ambassador personality who can not only speak French as the French, but move them on themes that are universal and ambitious and who would be “present” both in Spirit and via “great debates”.
ARGUMENT TWO: STRONG LEGAL AND CULTURAL EXPERIENCE. Christian Joubert has the experience and the competency to be U.S. ambassador to France not only because of his French "culture", "life" and "issues" expertise, but because of his legal and university background and his ten years of experience with the prestigious French "foreign policy" institut, Institut français des relations internationales in Paris. The candidate was legally trained in France, taught international law, nuclear strategic studies, environment protection and specialized in international human rights law. He has also been active in civil rights promotion and proction most of his adult life.
The candidate has multiple cultural experiences and worked in public international law for over ten years, including but not limited to having taught and organized Gonzaga Law Schools's international human rights law section and presented international human rights law talks at Unesco.
ARGUMENT THREE: STRONG ON HEALTH ISSUES. Health wise, the candidate has been a marathon runner, a meditator and vegan, three conditions which suggest that he has enough energy to get accomplished whatever agenda the White House and-or the U.S. Department of State instruct. In addition, the candidate was trained in the health sciences and organized workshops and symposiums in holistic health, public health, oncology and has devoted much of his time to health education, for over twenty years.
Because French Foreign Affairs Minister Bernard Kouchner is a doctor who also devoted much of his time to health issues, a U.S ambassador naturopath would be a "plus", as the diplomatic "current" between the French host and the U.S. ambassador to France would be stronger. Especially since Messieurs Kouchner and Joubert already connected via a human rights project (in 1991 when he was humanitarian minister under President Mitterand).
ARGUMENT FOUR: STRONG IN INTERNATIONAL EXPERIENCES: In addition to his extensive experience in France and Europe, the candidate also has experience in Africa where he worked on a rural development project in Rivers State (former Biafra) and in the Mid East, in particular in Israel where he lived and worked as a journalist and researcher for close to one year.
Indeed, my "in situ" living experience with Eretz Israel, my Jewish roots from my mother (a Polish refugee) and my expertise of this area (via 8 years of university teaching on Mid East conflicts and Islam and over ten years teaching public international law) may be solid grounds upon which to contribute to the President's foreign policy goals not only in Europe, but also in the Mesopotamian and Mid-East areas.
D. WEAKNESSES AND LIMITATIONS OF MY CANDIDACY
True, there are some weaknesses in this application. The candidate has not donated thousands of dollars, only what he could afford, 25 dollars. He has not been part of the mainstream Democratic Party. Only part of the Party via intermittent alternative and complementary interventions as alternative Democratic Party chairman for American Democrats in France in 2001 and as an alternative Democratic Party governor candidate in 2008. (Cf section three for the online evidence). The candidate has not distinguished himself with prestigious Harvard or Princeton Law School credentials. He has never served in any American public job. Has never been in the "box" of the American mainstream administration system.
But George Washington nor John Marshall neither. Marshall was not well known and did not have prestigious credentials before he became one of the greatest (if not the greatest) Chief Justice of American History. Likewise for Felix Frankfurter and Louis Brandeis. Or self-educated and U.S. Ambassador to France Ben Franklin.
John Marshall had never served one day in judicial experience and lost the only case he had argued before the High Court. Likewise for the other two highly ethical public figures who became great Justices. And Ben Franklin had been a publisher and a scientist. Not an attorney. Let alone a bureaucrat. Yet, without his amazing "savoir-faire" in England and France, Talleyrand and the French King would not have allowed to dispatch so much help (money, arms, soldiers, the ideas of the French enlightenment, passion) to the American cause, a sacrifice which eventually led to French State's bankrupcy, the Bastille movement, the subsequent French 1789 Revolution and substantial change in the Government-People relationship among most of the Nations of the World.
And without this French assistance, the American "Independence" Dream would have collapsed under the weight of inexperience and weak defense ressources. In addition, Ben Franklin's incredible "finesse" and "sagesse" (wisdom) in Philadelphia was decisive in helping to stop the bickering among the Thirteen States' delegates, without which the U.S. Consitution would not have have shined and withstood the test of Time as it has to this day.
Or so many other "ambassadors" to world Democracy and Peace, such as Ghandi, Isaiah, Boudha, Tagore, Dalai Lama, Sri Aurobindo, mother Theresa.
As for France, the most popular and admired man for over twenty years who has served as a Legislator of the Assemblée Nationale (much more popular than any President of the first, second, third, fourth and fifth French Republics), was a priest. l'Abbée Pierre, who died in 2007 at 94 years old. Without any prior scientific or intellectual credential. A World War two monk, a refusnik. Who shouted his truth. The truth. Mobilizing human consciouness to contribute to feed the hungry, shelter the destitute, shoulder the homeless, praise the lost souls via his sustainable communities called Emmaus and which are present in over 50 different countries.
" The founder of the international Emmaus Community for the poor, Abbe Pierre had served as a spokesman for France's conscience since the 1950s when he persuaded parliament to pass a law — still on the books — forbidding landlords to evict tenants during winter months. President Jacques Chirac said in a statement, "We have lost a great figure, a conscience, an incarnation of goodness." A former monk, Resistance fighter and parliamentarian, Abbe Pierre long remained spry and determined despite the infirmities of old age. Last year, he spoke to parliament from his wheelchair, urging lawmakers not to reform a law on low-income housing. (...) Often donning a beret and cape, Abbe Pierre — a code name from his World War II days — topped polls as France's most beloved public figure year after year. He had the ear of French leaders for decades. The Roman Catholic priest freely admitted to using provocation as a tactical weapon in his war on misery. "I'm not by temperament a man of anger," Abbe Pierre said in a 1994 interview with The Associated Press. "But when I must denounce something that destroys man, I get mad. "It is love that engenders this holy anger. They are inseparable." In 1992, he refused the Legion of Honor, France's highest award, because he considered government policies toward the homeless inadequate. He accepted the honor when it was proposed again in 2001. At the time, Chirac praised Abbe Pierre as a "living legend." The legend began in the winter of 1954 when an indignant Abbe Pierre issued a radio appeal on behalf of the homeless after a 3-month-old infant froze to death in a bus that served as the family's home, and after a woman died on a Paris boulevard with an eviction order clutched in her frozen hand. Lawmakers had just rejected funds for postwar emergency housing. Within minutes of his radio appeal, millions of francs poured in. A hotel, train station and army trucks were commandeered to collect tons of donated supplies that included jewels and fur coats " . (USToday news, in 2007, Please see link).
If ever i am seriously considered a candidate to the position of U.S. ambassador to France, i will prove in live that the very legal, moral and political existence of the United States and World Democracy is based upon the sacrifice, the courage and the passions of men and women who have dared to question the dogmas of the day. U.S Supreme Court Justice Brandeis was one of these persons. He reminds us that the very "secret" to liberty is nothing less than "courage", one of the central ingredients of civic responsibility.

During her introduction speech to the State Department, Madame the Secretary of State Hillary Clinton declared that she wanted critical appraisals, debates, "out of the box" thinking. President Obama had suggested a similar approach. So i would all the more appear to be in unison with the Foreign Policy team that i would diligently and faithfully execute the State Department's and the President's agenda instructions.
" Christian Pierre Joubert, Democratic Party: Joubert, from Edmonds, says the governor should be "the constitution's guardian and the people's educator," defending individual rights. He's calling for European-style universal health care, more sustainable power, and promotion of holistic health and alternative medical treatments. F. THE CANDIDATE IS CLOSE TO PEOPLE'S CONCERNS: THE CANDIDATE'S GUBERNATORIAL ELECTION'S SUCCESS (THIRD POLITICAL FORCE OUT OF TEN) SUGGESTS THAT HIS SPIRITUAL AND HOLISTICALLY SUSTAINABLE "FUNDAMENTAL FREEDOM PLAN OF ACTION" RESONATED WITHIN THE POPULATION.

During the gubernatorial (governor's) primary elections of August 19, 2008, the most important election of Washington State, Christian Pierre Joubert and his "Fundamental Freedom's Action Plan" harvested nearly twice as many votes as the Greens and more than twice in relation to other minority and third parties. If we are to count the Republican Party and the G.O.P. as one movement, his Fundamental Freedom's Action Plan (which included foreign policy goals), as a platform, emerged as the third political force. This success is based on the People's thirst for the expansion of additional fundamental freedoms and their desire to believe in a political philosophy whose Plan of Action proposes a credible method by which to satisfy the five basic needs all Civilizations have struggled with: (a) good vibrant and unpolluted food and water catering to life and reproduction (b), a decent and re-energizing shelter structure, (c) affordable health care and conditions under which lifestyle medicine is prevalent (d), meaningful access to education, culture, art and spiritual practice,(e) and equal access to an efficient Justice system, including, but not limited to civil justice, thanks to which security and all of the other freedoms mentioned above can be vindicated when necessary. (f). A strong foreign policy based on Justice, Peace and World Prosperity.).
With French and European enthousiastic support, our fundamental freedoms would be significantly expanded.Freedom from poverty, from homelessness, from debt, from inertia and entropy, from frustration is inseparable from our right to live in a sustainable environment and to work in socially useful areas which do not damage life. Affordable and meaningful access to ecologically sound urban and rural living communities where people have meaningful work and a decent chance to pursue happiness, as provides our federal Constitution is a necessary condition for many of our other rights to prosper.

G. SUMMARY OF THE CANDIDATE'S BIOGRAPHY AND CONTRIBUTIONS TO WASHINGTON STATE
FROM THE VOTERS' PAMPHLET (limited to 300 words).
"A naturalized citizen, I was born in the Bordeaux vineyards (France), and was raised by a French catholic father and a Polish Jewish mother. Before devoting my life to naturopathy, holistic health, fundamental rights and duties, I worked in organic agriculture, and laboured as a teacher in different universities in Europe. A visiting adjunct law professor at Gonzaga law school (1991), I established the law school's international human rights law section. After my father’s lung cancer death, I litigated medical malpractice and tobacco lawsuits and gave a public talk to doctors at the Cancer Control Symposium on “how to argue cancer alternative therapies in the courtroom”.
CHRISTIAN'S PARENTS: FRANCE & POLAND TO BOSTON & WASHINGTON STATE
Jack Joubert, a Bordeaux citizen turned American, was on the first lines of defense during the Second World War, faced death multiple times and spend five years in a German internment camp where he met Maria, a Polish Jewish escapee who had lost everything but her dignity, her courage and her faith. After birthing and raising Christian and Françoise in the Médoc Bordeaux (France) area, the family emigrated to Boston and thereafter, in the 1980's, to Washington State. Christian went back to Europe and has been living full time in Edmonds since 2004.
After having spent 12 years teaching law, social sciences, international relations and viticulure & oenology (the Science of wine making) in different universities (French, German and American), Christian established a European human rights center and argued different human rights cases at the European human rights Court and in France and assisted the needy. He then established a raw food holistic health retreat center in the Mediterranean Pyrenean mountains of South France (Catalogna). There, he specialized in cancer workshops, chronic diseases retreats and health restoration. In 2004, he created and presided a holistic and public health European movement which was on the European Parliamentary Elections ballot in June of 2004 and which presented 20 candidates, most of whom where natural healers and naturopaths. During these years, he organized and attended many different symposia, including but not limited to the 2005 Los Angelas Cancer Control Symposium where he presented a conference to physicians and jurists on "how to argue cancer alternative medicine in the courtroom". In April 2004, he rented a heretic Cathare Pyrenean mountain Monastery wherein he created and animated a three days symposium on "Cancer, alternative medicine, Science and the law".
A FEW OF THE CANDIDATE'S RECENT CONTRIBUTIONS TO WASHINGTON STATE's COMMUNITY:
Since his parents moved to Washington State, Christian has visited Washington on multiple occasions, taught at Gonzaga and Washington Universities and spoken to different public fora. Back in 2004, he has been working on multiple litigation efforts regarding the "common good" and has researched and written different books relative to three major challenges the People of this State are grappling with.
1. CONTRIBUTION RELATIVE TO THE SOLUTION TO THE INDUSTRIAL TOBACCO PROBLEM WHICH EXTINGUISHES OVER 5 MILLIONS LIVES A YEAR IN THE WORLD AND OVER HALT A MILLION IN THE USA.
On September 11, 2001, the candidate filed a lawsuit against a major tobacco company (faxed filed from Paris France) and for many years, he has argued on behalf of Humanity, our Constitutions and the Common Good, from the superior and appeals courts to the State and Federal Supreme Courts that industrialized tobacco distribution must be criminalized. However, the courts only retained the classical products liability cause of action and wrongly dismissed the case on procedure, after over six years of efforts. (See tobacco book from the home page).
2. CONTRIBUTION RELATIVE TO THE SOLUTION TO THE MAINSTREAM ALLOPATHIC CHALLENGE THAT IS RESPONSIBLE FOR OVER 300,000 AMERICAN PATIENTS (OPTIMISTIC STUDIES) AND-OR OVER 600,000 (COMPLEMENTARY ACADEMIC STUDIES) WHO DIE EACH YEAR BY MISTAKE.
Following the lung cancer death of his father, the candidate engaged in legal proceedings against different defendants (hospital and doctors) striving to vindicate the family's rights insofar as medical malpractice and wrongful death causes of actions are concerned. In this perspective, the candidate argued on behalf of the Constitutions, Science and the Common Good multiple times that complementary and alternative medicine needs to be the standard of care, as un-biased Science undisputedly supports this conclusion. And that this recognition, via jury instruction, is the only way that we can quickly put an end to the medical iatrogenic and nosocomial medical holocaust. (See the home page link on this issue).
3. CONTRIBUTION TO THE SOLUTION TO THE JUSTICE SYSTEM WHEREBY LOW AND MID INCOME CITIZENS ARE DEPRIVED FROM THEIR CONSTITUTIONAL RIGHTS TO ENJOY A MEANINGFUL ACCESS TO JUSTICE.
In multiple procedures in this State, from the superior court to the appeals and supreme courts, the candidate has argued on behalf of our Constitutions and the Common Good that the Government violates both its State and the Federal Constitutions and duties by not providing civil legal assistance where it is needed. Equal access to the Civil Justice system implicates State assistance for those who can not afford expensive tort cases. However, on this issue, the Courts alas are blind. Christian Pierre Joubert's gubernatorial efforts also focus on the decisive solutions to these three social challenges. If elected, I will argue before the State Legislature and the People, via executive orders, rapid solutions to these three above-mentioned problems, if only because tens of thousands of Washingtonian patients die for nothing. Hundreds of thousands of Washingtonians civil parties are denied their fundamental freedoms and Constitutional rights. Also for nothing. And millions of Washingtonians could be much healthier and happier. But are not.

Since his nomination Ambassador Stapleton has learnt to speak better French it would appear. However, there may be a historic need for the next Ambassador to be much more knowledgeable about France and its culture, including Europe, than the preceding one. An ambassador who was born in France and lived much of his life in France and speaks French as the French would be extremely well received by the French.
