PRELIMINARY OBSERVATIONS: From Independence to Freedom: the Battle is not yet won.
Introductory note to President Obama and his Team
THE SPIRIT OF LAFAYETTE IS BACK
My first proposed "plan of action" is linked to the substance of franco-american diplomatic relations and inter-state transactions, building a coherent and strong foundation upon which a workable collective security system among the Nations of our International Community can prosper. But before we can hope to do that, some History please.
When those who established the United States of America were getting simultaneously bruised and energized to declare themselves a sovereign Nation independent and free from the inanity and predatory brutality of George V, King of England, a little over two hundred years ago, including, but not limited to taxation without representation and Justice without meaningful access to the Courts (for the list of these predatory abuses, please click these brown-redish colored hyperlinked words), the French Nation was present.
In February 1778, France and those who represented the Thirteen Colonies concluded Treaties of Commerce and a Grand Alliance that bound the French People to fight Britain until the full Independence of the United States was assured. With the compte de Rochambeau's success at the Battle of the Chesapeake, the crucial Franco-American victory at the siege of Yorktown in October 1781 decisively ended the war. Key Historians of those times agree to assert that without French Presence (which is more than the French Government of those times, tho less than Humanity's Spirit), the birth of a great Nation would have been aborted. Even American patriotism would have been compromised.
Among many other French spirits and freedom fighters who served Freedom in this country, let us briefly review Lafayette's contributions to American Liberty. Rare alas are the American books that give Lafayette his true place in American History. But there is enough historical evidence to assert that without Lafayette's hard work, America's Independence and patriotism would have been substantially compromised. (See Marc H. Miller’s essay “Lafeyette’s Farewell Tour and American Art” published in Lafayette, Hero of Two Worlds by the Queens Museum, 1989). Three facts: Lafayette’s tactical military brilliance during the Virginia campaign led him to trap and pin down British General Cornwallis thereby assuring General Washington’s victory over the British at Yorktown. This Battle is the Stalingrad of World War Two, the Verdun of World One (which was in actuality World War Five).
Before that, General Washington gave his favorite and most loyal foreign officer, Lafayette, that opportunity to serve the American cause on September 11, 1777 at the Battle of Brandywine. Washington’s plan at Brandywine was to have the American forces make their stand against a large British army and prevent it from invading and occupying Philadelphia, the American capital city of the time. Great Britain’s toughest troops and their German allies had Washington and his troops out-numbered, out-gunned, and almost completely surrounded. A cry of panic went up among many troops in the American regiments. Yet, an unruly retreat caught the rapid eye of Lafayette who cantered and jockeyed his horse and unwaveringly charged into action. Riding like a majestic centaur, the 20-year-old Frenchman galloped into the fray of battle against elite grenadiers and infantry regiments. As British muskets blazed away and their intimidating bayonets unleashed to sustain further blood shedding massacres, Lafayette halted the retreat, yelled words of encouragement to his men, and held his ground against the enemy onslaught. Shot in the leg and severely wounded, the young lion dismounted his horse and ordered a counterattack on the spot.
Once the task of complete Independence had been won, Lafayette went back to France, to his young beloved wife and child the couple named George Washington and there too was powerfully infuencial in helping his compatriots storm Bastille and topple the arbitrariness of the King and his greed commandos.
LAFAYETTE'S STRENGTH: THE CONTAGIOUS ENERGY OF FREEDOM
Lafayette's strength came from his vision, from his Dream. That both sides of the Atlantic were somehow organically connected by the celestial thread we call Freedom. "La Liberté". That if he could help America win its independence from Great Britain, then this American model of republican government might work for the citizens of France, most of whom were struggling under an oppressive monarchy who also paid lip service to Justice and Taxation issues. He believed that if taxation without representation was tyranny for the American citizens, it was no less tyrannical for French men and women.
But the "oeuvre" in America was not quite finished. The Americans of then, as the Americans of now, tho to a lesser degree, still very Christian, were too often ignorant of the sense of History, of the flow of Liberty, on the mission of Humanity. From which patriotism necessarily ensues. When both the Philadelphia State House and the Liberty Bell were to be auctioned off as if they were but recycling scrap, Lafayette gave a Speech. Perhaps one of the most profound speeches of American History. He sounded a wake-up call and revived the American Nation. His theme? The sacred walls of a long forgotten historic site: the State House, now Independence Hall. And its Liberty Bell.
“Within these sacred walls, by a council of wise and devoted patriots, and in a style worthy of the deed itself, was boldly declared the independence of these vast United States, which …has begun, for the civilized world, the era of a new and of the only true social order founded on the Unalienable rights of man, the practicability and advantages of which are every day admirably demonstrated by the happiness and prosperity of your populous city. Here…was planned the formation of our virtuous, brave, and revolutionary army, and the providential inspiration received, that gave command to our beloved matchless Washington.” (Marquis de Lafayette, in Professor Lloyd S. Kramer in his 1996 biography on the Frenchman, Lafayette in two Worlds)
The moment the speech ended was the defining moment the State House and the Liberty Bell were saved from historic oblivion, for it was the right speech given by the right person at the right place. A brilliant stroke of timing and oratory. Now the direction of the future of the State House was reversed. It would soon become an important project of restoration and honor, a symbolic treasure of American history as Professor Kramer adds:
“The symbolic significance of the building offered Lafayette the ideal context to summarize the historical significance of America’s revolution."
SINCE, AMERICAN PATRIOTISM EMBRACED A NEW MEANING
Not long after Lafayette’s delivery, patriotism embraced a new meaning now that it had two of the most potent symbols never before taken seriously: the State House with its Hall of Independence and the Liberty Bell with its Biblical verse engraved from Leviticus, “Proclaim Liberty throughout all the land unto all the inhabitants thereof.” In addition, Revolutionary War relics like muskets, artillery pieces, cannon malls, pistols, bayonets, uniforms, and swords suddenly became priceless possessions. The age of collecting and preserving American antiques had begun.
Compelling and clear evidence of Lafayette’s extraordinary influence on the direction of American history was published by the American Philosophical Society in its Historic Philadelphia 1952 edition as it refers to the State House:
“…but in that year of the visit of the Marquis de Lafayette to Philadelphia awakened an interest in the building which, with the exception of brief periods of backsliding, has persisted to this day.”
And, as Arthur H. Frazier states in his account of Lafayette’s powerful influence published in the July 1974 issue of The Pennsylvania Magazine of History and Biography:
“It took a return visit from the aging General Lafayette in 1824 to bring about an abrupt and dramatic reversal of the nation’s apathy toward its history.”
JOUBERT IS NOT LAFAYETTE: BUT HE IS MADE OF THE SAME STUFF
I am not Lafayette and I was not present on Sept 11, 1777 when Lafayette bravely countered those brutal imperial British and their manipulated German allies in Brandywine who willingly choose to attempt to repress Freedom.
But I am of the same "Spirit". The Evidence: On another Sept 11, (2001), early in the morning in a French café in Paris, i was preparing a "counter-attack" against one of our greatest and most damaging "enemies" of the twenthieth century, one that extinguishes over 10 million lives each year, one that has been responsible for the death of dozens of millions of American agonizing deaths, industrial tobacco.
On that day, before Bin Laden's attack against Freedom, i was drafting my "summons and complaint" and faxed it off to a ABC process server later on that day to arrange my day in court, for a lawsuit resulting from my father's tobacco related death. The story from an excerpt of my tobacco book.
" The petitioner’s father died from a Pall Mall induced lung cancer. The petitioner, who has international duties under international humanitarian and human rights norms like all of us, phoned the prosecutor’s office, the FBI and ATF agencies to request the arrest of Brown Williamson Tobacco directors, invoking cigarette poisoning as the probable cause to the death. On the grounds that this product is legal, the officials refused. Shortly thereafter, petitioner called back and proposed the same arrest but extending the arrest to law makers, based on the international crime against humanity legal theory, a legal foundation that incorporates state and individual responsibility and which was used to prosecute criminals and law makers who massively gazed and poisoned civilians during the Second World War (Cf. Nuremberg Trial 6 FRD 69 (1946). Request Denied. Again. Unsatisfied with these denials on September 11, 2001, the petitioner from Paris France faxed Brown William Tobacco via the ABC process server an amended complaint alleging not only the classical products liability causes of action, but also, in the name of Humanity, the very same Crime against humanity which was invoked in Nuremberg, arguing that all American Courts can assert universal jurisdiction to prosecute this hideous crime against life and all the more so that Executive and Congressional complacency and duplicity contribute to the promotion of mass tobacco poisoning which extinguishes over five millions lives each year in the world".
TODAY, AMERICANS ARE STILL IN CHAINS, JUST LIKE TWO CENTURIES AGO
Today, a little over two centuries after America's declaration of Independence from British (King George's clan) corruption, arrogance, violence, injustice and tyranny, the American People, are in chains. From the tyranny of corporate greed and rampant ignorance.
"...the present course is unsustainable and postponing action is no longer an option...." (The United Nations, Global Environment Outlook 2000 report, based on reports from UN agencies, 850 individuals and over 30 environmental institutes)
Since the above-mentioned U.N. Declaration, from 2000 to the end of 2008, the state of world affairs (public health, environment balance, development, finances, peaceful resolution of differences) has generally gotten worse. Where we have birth-rights, we end up in chains.
Medscape medical news in 2007 asserted that one in two American men will have a cancer diagnosis in his life and contrarily to claims, the over-all Establishment's "war against cancer" is a self serving failure, On another front, 34 percent Americans are obese and 32 percent over-weight, which means that a significant percentage of these Americans will become obese (for the evidence, one needs to click on the purple hyperlinked and underlined words). Meaning big time health events with cardio-vasuclar, diabetes, neuropathy, vision loss and emotional diseases, among other pathologies. There are now over one hundred auto-immune diseases where and "self" attacks the "self", and children autism is growing to the proportion that our liberal economy compels corporations to decrease costs by increasing toxicity in our food and environment (additives, preservatives, heavy metals, toxic chemicals) in order to serve shareholders' avarice and reap in big profits. And to add insult to injury, the American mainstream medical system is not only too often expensive, invasive and stressful, (notwithstanding some useful techniques like for accident trauma and hernia operations for patients unwilling to change lifestyles), but it has been officially assessed by a John Hopskin University study in 1999 as the third cause to pemature deaths each year, involving close to three hundred thousands Americans who are sacrificed on the altar of dogma, negligence, greed and ignorance.
“The Health care system also may contribute to poor health through its adverse effects. (…). These total to 225,000 deaths per year from iatrogenic causes (...) If the higher estimates are used, the deaths due to iatrogenic causes would range from 230,000 to 284,000. In any case, 225,000 deaths per year constitutes the third leading cause of death in the United States, after deaths from heart disease and cancer” (Journal of American Medical Association. “Is the US Health really the best in the World ?” (JAMA. 2000:284:483-485): Doctor and Professor Barbara Starfield, (MD, MPH).
And today, the evidence shows that the public health picture is much worse. Other university studies and sources concluded that iatrogenic and nosocomial deaths are the first cause of premature deaths (see hyperlink above). Meanwhile, medical bills are one of the leading causes to bankruptcies and chronic stress.
"Hundreds of thousands of Americans file for personal bankruptcy each year because of medical bills - even though they have health insurance, according to a new study by Harvard University legal and medical researchers". NEW YORK TIMES (Feb 2 2005).
And the American"health" care system wastes one of every seven of the country's dollars. This inefficiency is illustrated with a comparison between European and even Japanese figures. While Japanese have a life expectancy of 83 years when American life expectancy is just a hair after Panama's (76 years) with an expectancy of 77.9 years, yet Japan only spends 7.9% of its total GDP on health care costs while the U.S spends over 16 percent of health care costs of its total GDP.
And the nightmare continues: Iin mainstream Society, more and more Americans are becoming infertile and pregnancy and child delivery are too often seen as profit making "medical acts", whose tendency is to promote more and more "complications", last year, there were approximately 6.1 million infertilities, 4 million live births and 1,995,840 pregnancy losses. That means one out of two babies dies before seeing the light of the day (Source: American pregnancy association). And in countries like Russia, the situation is not that much better. This too is proof that our two dominant economic systems (e.g. centralizing socialism and unregulated financial capitalism) have failed insofar as the central mission of the homo sapien species is concerned: that of the reproduction of the human species to that critical mass which has been genetically and ontologically programmed for the good of Life.
The "Réquisitoire" (e.g. French for "indictment") is not finished. Today in the mainstream, there has been way to much arbitrary incarceration, especially against minorities like African-Americans: "In 1973, there were 328,670 arrests for drug law violations, while white collar corporate crimes, including, but not limited to mortgage fraud, have been condoned. In 1989, there were 1,361,700 drug arrests, nearly 10 per cent of all arrests. In 2002, [the] number rose to 1,538,813. Forty-five per cent of the 2002 arrests were for marijuana rather than for more dangerous drugs, the legal ones of which kill hundreds of thousands of Americans each year (alcohol, tobacco, prescription drugs). Between 1980 and 1994, the prison population tripled from 500,000 to 1.5 million. In 2002 the United State incarcerated 2,166,260 persons ". (Source: "Gangster Capitalism: The United States and the Global rise of Organized Crime by Michael Woodiwiss (page 108). The world's number one jailor, home of the most registered crimes, mainstream America holds 25 percent of the world's entire prison population and a 2002 Department of Justice ruling allowed Americans to torture prisoners as long as the torturer was "in good faith", defying hundreds of years of efforts to build humanitarian law. Moreover, there are presently over 29,000 gun-related deaths per year. Over 3,000 children and teens lose their life to a firearm every year. Over twenty-five percent of adolescents smoke cigarettes while youth violence is a learnt behavior:
"Eighteen percent of high school students now carry a knife, razor, firearm, or other weapon on a regular basis, and 9% of them take a weapon to school. A Principal Cause: Media Violence. The Committee report reviewed existing studies and found: Eighty-seven percent of American households have more than one television, and almost 50% of children have television in their rooms; 88.7% of homes with children have home video game equipment, a personal computer, or both. An average teenager listens to 10,500 hours of rock music during the years between the 7th and 12th grades. By age 18 an American child will have seen 16,000 simulated murders and 200,000 acts of violence. Television alone is responsible for 10% of youth violence." (Senate Committee on the Judiciary Senator Orrin G. Hatch, Utah, Chairman Committee on the Judiciary Prepared by Majority Staff Senate Committee on the Judiciary September 14, 1999).
On the cigarette front, every day 3,000 American young people become smokers, according to estimates by the Centers for Disease Control and Prevention.75 percent of adult smokers started before age 18 and 90 percent began before they were 21, according to Centers for Disease Control and Prevention estimates. 43 percent of American children ages two months to 11 years are exposed to environmental tobacco smoke in the home. Current estimates are that 26.0 million men (28.2 percent) and 23.1 million women (23.1 percent) in the U.S. are smokers, putting them at increased risk of heart attack. In addition, an estimated 2.2 million adolescents ages 12 -- 17 are smokers.
Still on other fronts, there is the issue of taxation without the kind of representation one would expect from a mature Democracy. Without the People's clear consent, billions of dollars have been diverted from Main street to Wall street, just on bonuses, last year, bankers received 18 billions dollars while collecting governmental financial assistance, thanks to taxpayers' sweat, much of which has gone abroad and in purchasing foreign luxury cars, mansions, private jets, elitist drugs, while the profit losses from these same private institutions are socialized by tax-payers sweat and hard earned work funds, the consequence of which has led to massive unemployment, massive homelessness, massive desertification of arable land, massive poverty, massive polarization of American Society, and the spread of weapons of massive destruction, while the majority of Americans have no meaningful access to a clean environment, to pure water, to a restful sleep, to organic tasty food, let alone do most Americans have equal access to meaningful work security, to an equal access to civil justice, (one of the big grievances of 1776, see below), to equal access to holistic health, to meaningful access to university education and leisure, "protections" which are considered constitutional rights in France and other European countries, as opposed to "social privileges" in America (reserved for the high income "jet set" "social group"). While most Americans are heavily taxed, totally stressed out and ignorant that the Law of Nations provides rules and guiding principles on these aboved mentioned fundamental rights.
Notwithstanding the new Presidential Administration's economic recovery act (too early to assess its effects, but it looks as if it is thousands of times better than any of the economic policies President Bush got enacted), Europeanized Americans like myself just don't understand how American leaders can remain adamant on socializing huge corporate losses, yet continue to insist on privatizing huge profits. Moreover, much of these huge financial losses is the result of greed and predatory behavior. And many of these billionaires have reaped these huge profits and bonuses thanks to State public assistance. At the very least, if they had any sense of social fairness, instead of granting bail-out after bail-out, our public representatives would legislate a back tax on these huge profits and at least set up an expert committee to study the economic effects of the nationalization of not more than 10 percent of American banks, like in France, Sweden and other European nations, thereby better controling the greed and graft tendencies of those billionnaires bankers who would make the Federal Reserve Bank the new Imperial Idol of the day if they were able to. Some bank nationalization was the advise from an American economics Nobel prize laureat, professor Stiglitz.
But no, most of the Nation's lawmakers are still funneling billions of dollars into the allopathic (mainstream) medical system which is responsible for hundreds of thousands of premature deaths each year, billions of dollars have been going into destroying Iraq for oil (also, over one million Iraqi sacrificed on the altar of greed and ideology), and undermining the Law of Nations when there was another more responsible way to put an end to the terrorism challenge. (And President Obama has started to change this for the better). Billions of dollars were wasted in "defense contracts" when those funds could have gone to plant trees of hatikvah (hope in Hebrew) in the Mesopotamian deserts, an act that would have won the hearts of the People there, most of whom would then have had a moral reason to cooperate with the forces of Freedom against terrorist, bandits, poppy seed growers and international crime. Mr. Cheney's military and financial friends and allies, even his company reaped huge military contracts. Likewise with Mr Bush's oil interests and his allies. Likewise with industrial tobacco companies, some of whom are now knowingly pushing cigarettes "for free" in Africa (and once hooked, Africans have to use their hard earned salary to pay for this addiction, depriving little boys like the one on the side of this webpage from holistic medecine and decent food, depriving those white and black famine striken cows on the sides of this same webpage from greens and water). Likewise with the pharmaceuticals corporations who give big commissions to oncologists to push their expensive and often nefarious drugs (e.g. the cancer drug avastin costs over ten thousands dollars a month, with no real substantial improvement, let alone a "cure", among other questionable drugs like viox which was responsible for tens of thousands of deaths).
The January 1, 2001 issue of the Journal of Clinical Oncology confirmed that in 1999 the average annual income of oncologists in private practice was $253,000. By comparison, oncologists in academic medicine earned "only" $142,000. Where does the bulk of a private oncologist's income come from? The Journal of the National Cancer Institute (JNCI) commented that "private-practice oncologists typically derive two-thirds of their income from selling chemotherapy" (JNCI 2001;93:491). (Source)
And adding "insult" to injury, "donation" starved mainstream oncology claims to be winning Nixon's "war against cancer" when in fact, this "war" is being lost, Lost for the same reasons Mr Bush lost credibility in his unilateral belligerent impulse to safeguard Iraqi oil or with regards to his war against medical and industrial hemp which account for so many minorities and African-Americans having lost their freedom and their livelihood when there were other more meaningful ways to prevent unhealthy addictions. Likewise with the fast food chains whose "food" continues to destroy public health and millions of American People's vitality and health as it is more and more devitalized and toxic (profits "obligent"). And the list is endless.
BUT THERE IS HOPE WITH THE OBAMA ADMINISTRATION
To contribute in repairing our broken and bleeding Republic, in addition to my research, books and legal actions, (including on a book devoted to our broken republic and how we can repair it), I decided for the first time to run for public Office last Summer. Out of ten candidates for the gubernatorial job, I came out as 4th (or 3rd if we consider the "gop" and the republican parties to be the same political force). My central theme was Freedom.
In this context, i looked at the facts and saw that what President George Bush and his friends perpetrated upon this Nation and the International Community destroyed so much of what all of the past Freedom fighters accomplished and toiled for (including Lafayette, Tocqueville, Montesquieu, Aron) that i was compelled to rewrite part of the U.S Federal Constitution to strengthen it via an expansion of our enshrined and internationally recognized human rights and duties.
Today, I realize that the central challenge is economics. So i have recently put together a new development model which has the potential to solve not only America's economic recession, but also its moral, health, education and sustainability crises. I have called this development project the "holistic health sustainable wealth micro village model", thanks to which low income and modest pioneers, the homeless, the diseased and the disabled, but also the freedom lovers, the sustainable ecologists and the spiritual souls can get together, pool common knowledge, passions & energies and work hard and enthousiastically to meet not only their basic needs in a sustainable way, but also get healed, educated in relevant skills, show the country that President Obama's "Era of Responsibility" is not rhetoric and still have enough leisure time for "joie de vie" (joy of life) sharing, one of our neglected birth-rights.
Given the above-mentioned decline of American public health and the neglect of an organic plant based diet, we need more holistic health and organic food centers, part of which can be modeled after the famous 19th and early 20th century Kellogg Seven Day Adventist Battle Creek Sanatarium and other more modern ones. All based on lifestyle and longevity medicine.
Today, the organic food share of the market is 3 percent. In January 2008, Boston.com writes:
"The organic community has suffered, and enjoyed, a wonderful explosion in demand of 20 percent per year for basic raw materials, but when you look at supply in the U.S., we're lucky if it's growing at 1 percent per year," said Lynn Clarkson, president of Clarkson Grain Co., a grain-handling business based in Cerro Gordo, Ill. The organic market makes up nearly 3 percent of the overall food market, a share that has increased every year for the past decade. It's a small but fast-growing segment of an otherwise sluggish food industry. TBut while the farmland dedicated to organic crops has expanded, it still makes up just a sliver of the nation's total: a half percent each of all cropland and pastureland in 2005, according to the latest statistics from the U.S. Department of Agriculture".
In 2006, there were 3 percent of the population who were vegetarian women, 2 percent male and 1.4 vegan (both gender). See also this reference. Yet, by googling cohort & meta studies in longevity, health and vegetarians, we find conclusive evidence of the beneficial effects of a plant base diet in terms not only of public health, but also in terms of productivity and costs.
There is therefore lots of work to improve American public health, lifestyle and sustainable development. And it starts by creating as many holistic health retreats, sustainable villages, plant-based diet clinics and organic food structures as possible. We ought first and foremost ensure America's birthright: truthful knowledge on health techniques and efficient structures to keep the health and vitality strong, the most precious National resource, wrote British Prime Minister Disraeli.
PRESIDENT OBAMA'S HAS SHOWN DIGNITY AND MUCH POLITICAL COURAGE, SO I AM RESPONDING TO THIS CHALLENGE
Because President Obama has shown kindness, intelligence and courage in seeking "responsibility doers" and recipients to fund projects which can significanly help the homeless, the diseased and the unemployed, from green jobs to health coverage and affordable homes for the homeless and because I believe that my holistic village project fits this framework and is thus worthy of public funding and public scrutiny, I have respectfully put together a Plan of Action to build five holistic and sustainable micro villages in five different countries. A plan that can help to complete and potentiate President Obama's progressive measures. As the evidence shows that this holistic micro village project has a strong potential to significantly contribute in repairing the Republic, in solving most of the problems mentioned above.
As for the U.S. ambassador to France job, I would have no difficulty working on both projects at once, and in actuality, both activies (e.g. a Franco-American diplomatic mission and this development model) would be mutually reinforcing.

With President Obama's team and impetus, an enlightened Era of Civic Responsibility is possible. This could be a magnificent Era. One which will prepare the coming of a New Civilization. The birthing of a new Consciousness. But we must clean up the cities. And build holistic health & sustainable wealth micro villages close to creeks, rivers and waterfalls. We must reclaim barren land and re -define the relationship between citizens and the Government. We must reconcile public health with "business as usual". We must potentiate Liberty with Responsibility.

In this perspective, i am respectfully submitting twelve timely action plans which would help meet American interests, reinforce Franco-American friendship and contribute in fulfilling the United States's State Department's mission to :
"Create a more secure, democratic, and prosperous world for the benefit of the American people and the international community."
SUMMARY OF THE TWELVE PROPOSED "ACTIO POPULARIS" (ACTION PLANS)

To sum up my proposed public foreign policies: 1. The consolidation and restructuring of NATO, reintegrating France in the military command structure of the Atlantic Alliance under specific conditions, down-sizing American troops in Europe and dissuading the Sarkozy Government from investing in a separate European defense system that would rival NATO. 2. Similary to the Franco-American Briand-Kellogg Treaty of 1928 (which dared to outlaw war), I am proposing the elaboration of a new Franco-American Treaty, one which would prohibit the proliferation of nuclear technology in the world (especially to unreliable States) without better safeguards while promoting renewal, clean, alternative and complementary energies (including, but not limited to modern wind-mills, small hydro-turbines, pedal energy and air compressor engin vehicles, see below), and commit to seriously work to disarm the International Community from the most dangerous and un-necessary nuclear and conventional weapons, starting with mine bombs (whose results can be seen by looking at the little African boy on the sides of this website). 3. To convene an international conference in Paris to discuss with all National Leaders the conditions under which we can put in place a public authority with universal competence for those problems which can not be resolved by the Nation-State system. From peacekeeping missions to the prosecution of those national leaders who violate international law and disturb the Peace, to world development. As it is in the greening of deserts and the re-organizing of Humanity in holistic health and sustainable wealth micro villages that we can transform international terrorism, inter-state violence, structural insecurity and economic havoc. And build the Peace among Nations. For a piece of evidence, please see one of many of the world's sustainable and holistic villages, an Israeli one where Palestinians, Bedoins, Druze, Christian and Jews live in harmony. 2. PROPOSAL TWO: THE EDIFICATION OF A STATUE AND PARK DEVOTED TO CIVIC RESPONSIBILITY:
Similarly to the Fench gifted Statue of Liberty, the French People would be enthused if i proposed to foreign affairs Minister Bernard Kouchner and former Culture and Education minister Jack Lang a joint Franco-American project to build a statue of civic responsibilty inside of a Versailles-like park, preferably on America's West coast. There can be no great "era of responsibility" without a Spirit-elevating Artistic symbol to mobilize the consciousness of Humanity to a new sustainability era and to spiritual awakening and fulfillment.
Based on the rich history of human rights and duties of France and the United States, the third Plan of Remedial Action is based on the establishment of two trans-national human rights and duties lighthouse centers to be built either inside of holistic health sustainable micro villages in France and the U.S. or within the capitals of France and the United States. This project will help to promote the "responsibility era" President Obama spoke about in his inauguration speech. These Beacons of intentional wisdom, of active compassion, of enlightened authority have the potential to better enshrine the People's inalienable freedoms and to effectively enforce internationally recognized human rights and duties. They can trigger the emergence of those events which will re-structure Humanity's priorities. The actual Foreign Affairs Minister of France, Bernard Kouchner wrote to me to give his moral support for such a project (see ultra). While the former U.S State Department's Director of the Office of Multilateral Affairs, Dean Welty, "applauded" my project to internationalize the U.S Bill of Rights. (See their letters via the link "Qualification"). The process has thus been ignited.
This Plan of Remedial Action is the most pressing. It is destined to reverse the destructive economic turn-down of events and give back to Americans' their most precious resource, health and vitality. This model is based more on the meeting of our "basic needs" and "GWB" (general well-being) than in "speculative capital accumulation" (GNP, GNP, laissez faire predatory economy). Some of the elements that constitute this model range from affordable low carbon impact ecologically-built shelters, to live tasty healthy "magnetic" food, alternative and clean energies, organic agriculture, warm and relevant home education centers and genuine holistic healing, to an intra-eco-villlage, Kibbutz-European-inspired bartering system for the exchanges of goods and services. This model has a strong potential to durably put an end to what Harvard economist professor called the "constructive-destructive hurricane" process of the market liberal economy. Thanks to holistic health sustainable micro villages, it will be possible to prove to the World that there is another more productive economic model than the present Keynsian and Liberal ones to meet the People's basic needs and safeguard the Planet's eco-systems and biotops. The proposed areas for the blossoming of these eco settlements are first in America and France and thereafter, Central America, Africa and Israel and other Nations. Essenia France already exists. Essenia America exists on paper (see section 12 in the menu). In his inauguration message, President Obama invoked with pride and intelligence his father's traditional small village in Kenya. There can be nothing more important for the painful passage from our present militarist-mercantile backward civilization to a holistic, peaceful and prosperous civilization than the nurturing of small sustainable communities and the clean-up and restructuring of urban mega-cities, most of which have become too unsustainable, dangerous and costly for human health. With France's 36,000 "communes" and small villages and that Nation's peasantry core and with America's pragmatism, ingenuity and rural backbone, this "eco-village" pilot-experimentation can conclusively prove (within two to four years after completion of the centers edification) that there exists a better economic model to meet the people's needs and public health than the destructive and self-serving mainstream economic dogmas and "financial capitalism bail-outs" of the day. Even with good stimulus - safety net - and investment plans. And President Obama's Recovery act is a good one. But too often "business as usual" and feeding a genuine public health are contradictory. Both can be compatible, but the priority needs to be on organic agriculture, soil regeneration, lifestyle medicine and a plant-based diet. Not on chemical agriculture, not on drugs, not on a computerized medical information system, let alone on individual gene identification as the present Government is attempting to do. This proposition is grounded in the simple corroborated observation that a healthy lifestyle will keep bad genes dormant, drugs on the shelves, doctors under-employed, hospitals bankrupted and the recession long-lasting. As the modern and "liberal" commercial Society and its Government we have depend on big business and foreign markets to exist, to pay the bills, the quench the un-ending thirst of shareholders. Even though President Obama's plan is over-all good, (it was urgent to apply some Keynesian magic, which is nothing less than a modern version of socialist spin) and invests in the People, the working man's and woman's immediate needs and future employment in situ, even though the President's plan is a million times better than Republican economic plans, its central weakness lies in this above-mentioned framework. And this limitation can be the "coup de graçe" of President Obama's economic recovery plan.Thus the ultimate and durable solution to the People's Health and basic needs challenge (i.e., the People's, not just the "well to do") can be solved only within another economic logic, another development model than the one we have, on the holistic health & sustainable eco-village logic, based first and foremost on the GWB (the General Well-Being), rather than GDP (gross domestic product). In other words, Progress is not in more hospitals, it is in fewer hospitals. Not in more pesticides and petroleum based chemical synthetic fertilizers that kills topsoil's immunity (the good bacteria, the decomposting worms, the bees, the birds), but in an environmentally friendly agriculture. Not in more financial bail-outs to the banks, it is in fewer banks and more bartering and other exchange techniques. Not in mega-cities and urban mass transport, but in decongestioning mega urban sites and favoring rurual development and holistic health sustainable eco villages. But provided the Government invests in "Life", in genuine public health and social Justice, in creative Audacity. This is why my economic and health model is revolutionary. And surpasses in logic and scientific value any other economic model i am aware of, from Smith, Marx, Ricardo, Keynes, Schumpeter and the others, Nobel economist winners included. And i defy any economist to prove me wrong. To examine to which degree my eco-village long term recovery Plan is based on Reason, sturdy Science, empirical observation, holistic thinking, the progressive flow of History and intellectual integrity, please examine my historical analysis of the last ten thousands of years and Action Plan number Four.
The fifth Plan of Action is to consolidate responsible and ethical commercial relations between France and the United States: from conventional exchanges to an acceleration of more marginal but sustainable exchanges like "alternative energies" pruducts, sustainable mass transit structures and environmentally friendly infrastructures (and President Obama's stimulus package provides 48 billions of dollars in funds for this task), organic agricultural products, "complementary and alternative health" products and services (the "wellness industry), superfoods and, among others goods, hemp material to replace part of the toxic mainstream economy. In this perspective, industrial hemp can replace paper, (thereby saving oxygen producing trees), plastic, fossil fuel, (i.e,., hemp biomass biofuel), cement-bricks and plywood (hemp bricks and isolation sheets are common in Europe and France), allergy causing carpets, pesticide laden cotton (the natural hemp fibers for textile is extraordinarily sustainable), hemp can also replace a number of "secondary-effects" (i.e. toxic) expensive drugs (certain tranquilizers and pain relievers, alcohol, those that are used for glaucoma, anorexia, back pain, migrains, asthma and other pathologies via regulated non-smoking (toxic for lungs) hemp medication), hemp can also replace part of America's junk food thereby generating a multi-billion dollars cash crop economy and tax funds to bail out State Government bankrupcies. If the current federal law changed, this "cash crop" could produce millions of jobs in the U.S. while boosting the economy and health (e.g. lots of omega 3 in hemp oil, complete protein in hemp seeds, lots of fibers - i.e., the "broom" cleaning inside of our intestins, relevant as colon cancer is the third cause of cancer death in the U.S. - , all of which can be found in American health stores). The Chinese and the French are building a "hemp economy" with success. Different U.S. States (the most recent of which is Vermont) have shown legislative interests. But they have been blocked by Bush's "special interests" greed commandos and federal rules which presently forbid the growing of industrial hemp plants on American soil, the very soil where General Washington's mother (Mary), Jefferson and the other founding fathers and mothers grew this crop, from which were made American flags, sailboat canvas, textiles, among other products. And in the 19th century, most physicians used this plant medically with success. There can be no genuine revival of the American mainstream economy and health without the liberation of this plant, alternative and complementary energies, holistic healing, massive organic agriculture from coast to coast, the building of the superfoods network and sustainable corporate intelligence. An ethical and intelligent commerce with our French and European friends can thus contribute in promoting the restoration of our broken economy and Republic.
This Plan of Action is designed to bolster environmental protection between France and the U.S. and show to the world what two friendly Nations can accomplish for Humanity, via new and effective carbon emission rules and mutual investment in the "air car", small home wind energy turbines and hydro-turbines and pedal energies for starts, all of which can significantly contribute in meeting the fossil fuel challenge and in America's obesity epidemic. Air is cheaper, more sustainable and less polluting than electrical energy generating sources, some of which is nuclear (especially in France). And "pedal" energy (stocked in marine-like batteries) is a simple energizing tool (which can also be fun, especially with good aerobic music), which would help to slow down the Ottoman-ization of American Society and State Imperial Decadence. (i.e. The demise of the Ottoman Empire (which was transformed into Turkey) was accompanied with an epidemic of obesity during its final decades of life. Presently two out of three Americans are either over-weigth or obese. (34 percent being obese), meaning these sad eaters (sad = standard American diet) are serious candidates to very costly (billions of dollars) and painful future chronic and debilitating diseases, one of the structural sources of America's economic downturn.
Stronger collaboration between France and the United States to meaningfully solve the tobacco challenge is completely possible. With the hundreds of billions of dollars saved from health, cigarette and litigation costs, we can better invest in a pro-active sustainable and healthy future, including but not limited to the building of tobacco and toxicity (heavy metals and persistent bioaccumulative toxic chemicals) detox centers from coast to coast (one of Essenia International's specialties). In the United States, from 1995 to 2000, the tobacco industry poured tens of millions of dollars into political donation campaign pockets while the U. S. Social Security Administration and the American People paid many billions of dollars for tobacco related health costs. (Just like today and tomorrow, the American taxpayer will be paying multiple billions of dollars to pay for the 18 billion dollars luxury bonuses the Bush Congresses gave to their banker buddies. And the Bush wars). In addition, during these five years, some 2. 5 million Americans died of tobacco-related diseases and some 6.5 million teenagers-young adults became addicted (based on statistics of the U.S. Center for Disease Control and Prevention). Recently, tobacco marketing firms have been distributing cigarettes for free in Africa. And once addicted, Africans must use their "basic needs" money for this addiction. Meaning instead of helping the little boy and the famine striken cows on the sides of this webpage, precious African resources are being stripped from these people to enrich cigarette pushers and Chief executive officers and their allies. France is addicted to this product as well, but the French public policy approach is different and we can learn from it. And they from our policies. With the authority of the "U.S. ambassador to France", and the U.S. foreign policy team's consent, I would contribute to make meaningful progress on this front. See my strategy below, if interested.
8. PROPOSAL EIGHT: GIVING BACK AMERICAN'S THEIR CONFISCATED HEALTH.
This Plan of Remedial Action is destined to use the U.S ambassador to France position to further one of the most important goals of the Nation, that of restoring good health back to Americans. This can be done via an emphasis on commercial intelligence and holistic health information exchange, including the incorporation of the Franco-European precautionary principle in Federal law as well as the spreading of detox and vitality immune building retreat centers in both Nations. Collaboration with the French and Europe on the institutionalizaton of the "precautionary principle" regarding persistent bioaccumulative toxic chemicals and holistic medicine is vital if public health and a sustainable economy are to be taken seriously, restored and enhanced. Here too there exists an overwhelming preponderance of the evidence that with life style medicine and holistic health centers and retreats, we can reduce, in America, chronic diseases and chronic stress by half within four years, while saving hundreds of billions of dollars from medical bills and bankrupcies, which can be used for sustainable house building, tree and medicinal plants planting, community consolidation and celebration, social justice, education, art, preventive diplomacy and the building of the next holistic spiritually based sustainable civilization.
9. PROPOSAL NINE ON CULTURAL & SUSTAINABILITY EXCHANGES AND GREEN TOURISM.
The consolidation of bilateral exchanges between France and the United States via green tourism, education, student exchange, "wwoof" promotion and cultural policies. Exchanges is the name of the game in international relations, thanks to which "new" ideas are spread, new projects seeded, new passions tapped, new friendships birthed. Nations become more tolerant among themselves, genes get stronger and Life re-organizes itself toward the Ideal of Human Unity as Humans slowly become more self-aware of the synergistic inter-connectedness of things, of the huge Responsibilities and inner transformations that await them.
10. PROPOSAL TEN ON JUSTICE ISSUES.
Consolidation and collaboration between France and the U.S on justice and law enforcement challenges, including but not limited to improving the enforcement of the legal tools we have against crimes against Humanity, crimes of war and genocide, as has promised to do President Obama: Justice is at the heart of Democracy. Alas, the often forgotten " King " of our internationally recognized human rights and freedoms. Martin Luther King jr. was well aware of this challenge (See his "I have a dream" speech by clicking on his "fiercely urgent" quote on top of this webpage). France has over 1500 years of experience with this tool called "law". There exists legal happenings in France that could be useful for us. And vice versa. Both France and America would thus benefit from a major symposium on this subject, perhaps at the Unesco headquarters in Paris. Both countries can learn from each others' strengthes and weaknesses and move forward toward the goal of "equal" and meaningful access to justice erga omnes (latin for "all people"). In America, there is still much to accomplish as over 90 pecent of low and mid income citizens have no real access to civil and tort justice, it is simply too expensive, reserved to the "well to do" and the pro bono and contingency fee mechanisms are insufficient. What emancipating civic energy this would create for all Americans if we built a Justice system which would guarantee all American citizens and residents meaningful and equitable access to the Courts ! We can also learn from the legal system of the ancient Greeks, during Socrates' time. In France and in many European Nations (even in England), "access to civil justice" is a constitutional right. Not a social or "class" privilege. The States in these European countries therefore (and constitutionally) finance those in legal need. If i were U.S. ambassador to France, with the approval and blessings of the U.S. foreign policy team, i would organize a massive conference on this problem in Paris and then propose the same in Washington D.C. Thereafter, with the President's enthousiasm, we would have what it takes to create the new institutions that may be required for the safeguarding of Democracy and sustainability.
11. PROPOSAL ELEVEN: FRANCO-AMERICAN COOPERATION IN SPIRITUAL FULFILLMENT AND ART.
Bilateral Franco-American cooperation and exchanges in art, culture, music, cutting edge personal transformation technologies, meditation spas and sports and other "mind body and spirit" activities. The Dalai Lama may not disagree, the evidence shows that the next Civilization will be much more spiritual and holistic than this one. Without preparation, the shift however may be painful and destructive. André Malraux, human rights advocate and France's first Cultural Minister under De Gaulle, based his entire intellectual work on this intuition. By spiritual fulfillment, I am speaking about an innate human quality which transcends duality and divisive conflicts. Music, Art, Sports and other cultural expressions all share this empowering realm. Both France and America have much to share therein. After eight years of political dreams being ambushed by greed, graft, fear, self denial, ignorance and the torpedo-ing of accountability, at this pivotal moment of Human History, within the midst of the world's emotional famine & failures, amidst the vibrational blues of the millions of children of the World who negligently die each year from irresponsibility, in the presence of the vibrational pain of the hundreds of thousands of Americans who prematurely die each 365 days from the triumphant arrogance of badly executed mainstream science and allopathatic dogmatic medicine, we can spiral to higher levels of consciousness, health and spiritual awakening, take inspired action and connect, surrender to the sovereign and unifying Power within. And help ignite and spearhead not only what Theillard de Chadin called the "noosphere" (i.e. a form of consciousness), but also the guerilla concepts of "enlightened Responsiblity" and "revolutionary art". Art unifies. Science much less. Thus, a proposed U.S. Department of Art, Culture and Sports would be useful to better deal with France's corresponsing Ministry, thanks to which the United States can better participate in deep and sustainable global transformation.
A Plan of Remedial Action to signficantly reverse world poverty, hunger, avoidable diseases, regional military conflicts and alienation, to contribute meaningfully to meet the needs of the billions of low-income poor, via a Marshall-like funding of a federation of holistic health & sustainable wealth micro villages and eco settlements which would export the Essenian model (technology, material, personnel, volunteers, ideas, passions) to all Nations who would accept American and French foreign aid. We could start with Africa as quickly as possible, then Central America. France could be a strong partner for franco-phone Nations and with regards to her past "spheres of influence", including Africa, the Mid-East, Indo-China. The task of economic development and collective security is not a linear and-or zero sum game. It requires courage, creative imagination, intuitive knowledge, audacity, hard work, more than mathematical skills and financial wealth. Before the Winter Solstice of 2012, it may therefore be possible to avoid " le pire" (the worse ever). The flowering of Humanity, with its bouquet of colorful flavors of human excellence, from the liberation of glowing health, gifted simplicity, Eden-like abundance, social justice, inner creativity, inter-solidarity and spiritual fulfillment, can and will be, one day the reality for all Nations. This is the Dream, the Mission. The "raison d'être" of failure. Of History. But we should not go back, roll back to one of America's foreign policy's traditions, weaknesses : selfish and near-sighted isolationism. The magic of international relations, the mystery of the edification of the Human Dream, the awesomeness of the Grand civic Statue of Responsibility and its Park, the bliss of significant miraculous world happenings have always been the big dream, the ignorance of which invites trouble and complications. This is our birthright. The hope. The intentionality. President Obama's "audacity"."Over-population", "economic constraints", "technical limitations", "statutory confinements", "special interests" are all pretexts to avoid civic and international responsibilities. "Qui veut trouve un moyen, qui ne veut pas trouve un prétexte", in Racine's language. "He (or she) who wants, finds a means. she (or he) who does not, a pretext". By choosing a genuine U.S foreign policy "for the people" (as opposed to "for special interests", a notion which is not in our Constitutions), by re-orienting ourselves from bowing self-servingly to the Statue of Liberty to an erected deep meditation before the Ideal of Human Civic Responsibility, the Wall of Jericho, the Sanctuary of the Living, by acting and building upon this reality, day and night, first and foremost, we can ignite massive results that go in the right direction, meaning toward the Star of Bethlehem, toward a trans-national federation of holistic health sustainable kibbutz-like eco and micro-villages in which the enormous moral, health, artistic, scientific, social, economic and cultural resources of the World's 1600 cultural and ethnic Nations can be brought together for the benefit of Humanity, the Planet, the Youniverse, and in which economic recessions, bureaucratic inanities, wars, epidemics, desertification, global warming and massive floods and all the other symptoms of tyranny can be transformed.

THE ROLE OF THE NEXT U.S. AMBASSADOR TO FRANCE
As for the next U.S. ambassador to France, because France has had much more foreign experience with Africa than the United States and since many Africans still speak French and drive "peugeot cars" (even in Nigeria), it would be useful to have a U.S ambassador to France who speaks French like a French person, has some knowledge with the "French air-compressor" car and has direct experience with Africa and world eco-development to export this eco development model in a francophone country like Niger or Senegal or Ivory Coast. And Central America thereafter. (Guatemela, Costa Rica, Panama, followed by Equador). Thereafter, the process should mushroom to other Nations.
Indeed, with the President's support and enthusiasm, a U.S ambassador to France could also spread the idea of a universal federation of holistic villages and eco communities as a way to mitigate poverty and militate in favor of internationally recognized human rights and duties, prosperity and peace. In the same way that a human body has trillions of cells, all inter-connected, all in vibrational resonance, in the same way, all sustainable villages could eventually be federalized within a universal trans-frontier structure which could be formalized via a non-governmental organization status at the U.N., a public American institution, a private Land Trust Foundation or a new U.N. body on world eco-edevelopment.
Although we are far from this state of human affairs and it is up to grass root movements to definitively configure this social phenomenon and despite the fact that the State system (and its divisive forces therein) still constitute thes central element of international relations, nothing forbids a cordial co-existence between State rivalries based on dependencies and intermediaries and eco villages based on autonomy, eco sustainability, the deep respect of human rights and duties and unity.
ADEQUATE U.S. FINANCING TO FRUCTIFY THE PROCESS
With adequate financing from the U.S. government and private sources, one holistic health and sustainable wealth micro village could be rapidly built, by the summer, on the West Coast of the U.S. Results could be pooring in within two years. Meaning, meeting of all of the eco-villagers' basic needs with few resources, (food, shelter, clothing, water, sleep, health), healing those who suffer from 20th century "civilization diseases", (from cancer, to cardio-vascular diseases, diabetes, multiple auto immune diseases, and many more, all avoidable), producing useful crafts and tools and hemp products which would replace pollution laden paper, textiles, building material, bio-fuel, showing the example in terms of alternative energies (small wind turbines, hydro-turbines, solar panels, pedal energies and eventually the "air car"), re-invigorating the human spirit via eco villages' "human rights and duties lighthouse centers" and participating in constructing "civic responsility" art and the Peace of Nations. Tentative Conclusion

A dynamic, inter-personal and cordial process in Franco-American diplomatic relations and in the Atlantic Alliance system could contribute in realizing the goal of Peace among Nations and prosperity & health in the International community. Moreover, this goal is consistent with the White House's Agenda.
“Obama and Biden will rebuild our alliances to meet the common challenges of the 21st century. America is strongest when we act alongside strong partners. Now is the time for a new era of international cooperation that strengthens old partnerships and builds new ones to confront the common challenges of the 21st century -- terrorism and nuclear weapons; climate change and poverty; genocide and disease.” (The President's agenda).
Thanks to the New Administration's resolve on building a transparent, accountable, connected and participative Democracy, we can now better hope that Americans, (via an inter-active Government represented by ambassadors, American diplomats and hard working citizens who have been chosen to be public servants), will have a way to inter-act with the Government on foreign policy goals and become part of this ongoing process. As the People are supposed to be the Government (cf the Constitution's and Lincoln's "Government for and by the people"). And in this realm the internet is crucial.

A Government whose members would be animated more by scientific integrity than self serving ideology.

Today, more than ever, in Europe, in the U.S, in the World, people are progressively realizing that "values", "attitudes", health and lifestyle (i.e. "general well being") are more important that wealth and materialism.
After highly progressive Nations like Holland, Norway, Sweden, Switzerland, (whose government reimburses even massage sessions and reiki), even the British are slowly shifting consciousness, attitudes, priorities, paradigms.
" A recent survey (Easton, 2006) found that 81% of the UK population agreed that the Government’s primary objective should be the creation of happiness not wealth. Earlier this year David Cameron, House Member Leader of the Opposition, put happiness firmly on the political agenda by arguing that “It’s time we admitted that there’s more to life than money, and it’s time we focused not just on GDP (gross domestic product), but on GWB – general well-being" (BBC, 2006).
We therefore, and finally, have some evidence of "Anglo-Saxon" hope. We thus can dare believe that the Peace among Nations will soon be a reality among the inter-connecting 16,000 "cultural Nations" of Planet Earth, all of whom have the potential of establishing thousands of holistic health sustainable eco villages within their cultural frontiers, like what Israeli Kibbutzim have done.
“They will beat their swords into plowshares, and their spears into pruning hooks. Nation will not take up the sword against other nations, and they will no longer train for war.” (Isaiah 2:4)

ON THE IMPERATIVE OF AN ERA OF CIVIC RESPONSIBILITY AND ON THE DESIRABILITY OF BENEFITING FROM A FRENCH BORN AND CULTURED U.S. AMBASSADOR TO FRANCE
To briefly conclude my ambassador-to-France candidacy application, in the face of President Obama’s Freedom Agenda, the French have the potential and the means to be grateful and instrumental again, insofar as partially financing a Civic Responsibility Statue, as they did with the Statue of Liberty.
Spreading the universal message of human rights and duties feeds the development of Democracy, Sustainability and invites a Spiritual and Holistic Civilization based on genuine public health and "eternal" values.
Let us not forget that there is a special bond between the two Republics, France and the U.S. Without Rochambeau, Lafayette, French weapons and finances, Yorktown would have led to a British massacre of the Virgian peasants who bravely fought under the robust General Washington. The General himself could have been captured and eliminated. What anguish this would have caused for his highly ethical mother Mary. And to the American freedoms fighters of those times. Without the French philosophes' ideas, passions and convictions, (the Condorcet, Seyès, Grégoire, Rousseau, Didérot, Voltaire, Montesquieu (responsible for having decisively convinced our constitutionalists to bestow upon our Republic three inter-connected branches of Government), Tocqueville, constitutionalist Jacques Ellul, Professor Raymond Aron (among many others), American constitutional vigor would not have been as formidable.
Without the universal messages from Washington D.C.'s 18th century French city planer (L'Enfant), from Bartholdi (Statue of Liberty) and so much more, America's soul would have been less universal, less beacon-like. In a similar vein, without American pragmatism, American values of scientific integrity, American friendship and courage, American technological savoir-faire, American devotion in last century's absurd wars on behalf of French Democracy and Liberty, France would not be who she is today.
Let us start then from the starting point. From our common "eternal values". Let us build a more enlightened and sustainable healthy World. Let us dare to believe that "The birthday of a new World is at hand." A French born and cultured U.S ambassador to France can significantly contribute to promote this process.
This is the proposal.
To contribute in the redressing of our broken Republic via Foreign Policy and a consolidation of franco-american relations, those very same relations, that very same process which is responsible for the creation of the American Republic. And the crystillization of American Democracy. And the American Dream.
For me, there is no question that Joubert can significantly contribute to the U.S. State Department's mission, thanks to my experience, originality, energy, attitude and "iron will".

The Editor in Chief of BORDEAUX'S central newspaper, the "Sud Ouest" (covering all of the South West of France), Roger Archeritéguy commenting of Joubert's French reporting and editorial skills and his "iron will to serve.
True, there are some weaknesses in this application. The candidate has not donated thousands of dollars, only what he could afford, 25 dollars. He has not been part of the mainstream Democratic Party. Only part of the Party via intermittent alternative and complementary interventions as alternative Democratic Party chairman for American Democrats in France in 2001 and as an alternative Democratic Party governor candidate in 2008. He has not distinguished himself with prestigious Harvard or Princeton Law School credentials. He has never served in any American public job. Has never been in the "box" of the American mainstream Administration system.
But was John Marshall well known and did he have prestigious credentials before he became one of the greatest (if not the greatest) Chief Justice of American History ? Was Felix Frankfurter ? Louis Brandeis ?
Or self-educated and U.S. Ambassador to France Ben Franklin ?
No they were not. John Marshall had never served one day in judicial experience and lost the only case he had argued before the High Court. Likewise for the other highly ethical public figures. And Ben Franklin had been a publisher and a scientist. Not an attorney. Let alone a bureaucrat. Yet, without his magnificent "savoir-faire" in England and France, Talleyrand and the French King would not have allowed to dispatch so much help (money, arms, soldiers, the ideas of the French enlightenment, passion) to the American cause, a sacrifice which eventually led to the Bastille movement and the French 1789 Revolution.
And without this French assistance, the American Dream would have collapsed under the weight of fear, confusion, ignorance and British imperialism.
Without Ben Franklin's "finesse" and "sagesse" (wisdom) in Philadelphia, the bickering among the Thirteen States' delegates would have aborted the only Constitution in the world which has shined and withstood the test of Time as the U.S Constitution has.
As for France, the most popular and admired man for over twenty years who has served as a Legislator of the Assemblée Nationale (much more popular than any President of the first, second, third, fourth and fifth French Republics), is a priest. l'Abbée Pierre. Without any prior scientific or intellectual credential. A World War two monk, a refusnik. Who shouted his truth. The truth. Mobilizing human consciouness to contribute to feed the hungry, shelter the destitute, shoulder the homeless, praise the lost souls via his sustainable communities called Emmaus and which are present in over 50 different countries.
" The founder of the international Emmaus Community for the poor, Abbe Pierre had served as a spokesman for France's conscience since the 1950s when he persuaded parliament to pass a law — still on the books — forbidding landlords to evict tenants during winter months. President Jacques Chirac said in a statement, "We have lost a great figure, a conscience, an incarnation of goodness." A former monk, Resistance fighter and parliamentarian, Abbe Pierre long remained spry and determined despite the infirmities of old age. Last year, he spoke to parliament from his wheelchair, urging lawmakers not to reform a law on low-income housing. (...) Often donning a beret and cape, Abbe Pierre — a code name from his World War II days — topped polls as France's most beloved public figure year after year. He had the ear of French leaders for decades. The Roman Catholic priest freely admitted to using provocation as a tactical weapon in his war on misery. Lawmakers had just rejected funds for postwar emergency housing. Within minutes of his radio appeal, millions of francs poured in. If ever i am seriously considered a candidate to the position of U.S. ambassador to France, i will prove in live that the very legal, moral and political existence of the United States and World Democracy is based upon the sacrifice, the courage and the passions of men and women who have dared to question the dogmas of the day. U.S Supreme Court Justice Brandeis was one of these persons. He reminds us that the very "secret" to liberty is nothing less than "courage", one of the central ingredients of civic responsibility.

During her introduction speech to the State Department, Madame the Secretary of State Hillary Clinton declared that she wanted critical appraisals, debates, "out of the box" thinking. President Obama had suggested a similar approach. So i would all the more appear to be in unison with the Foreign Policy team that i would diligently and faithfully execute the State Department's and the President's agenda instructions.
Lastly, how are all of these twelve proposals and the "domestic" issues therein relevant to the U.S. Ambassador to France job ?
Powerfully. Magnificently. Logically.
If the next U.S Ambassador to France can create “great debates” with the French (who have a passion for “great debates”, see Nicolas Sarkozy's observation on this point, via footnote 1 below) on public health, food and superfoods, ((including but not limited to the raw vegan chocolate mousse, iodine-rich green-blue algae, chelating chlorella, immune building shitake mushroom, blood thinning ginger, hypertension reducing garlic, anti-inflammatory tumeric, soothing cayenne pepper among others) and innovative science, oenology (and Washington State's, Oregon's, Montana's and California's resveratrol-rich organic wines should have a larger exposure to the French public, if only for health reasons, - in moderation -, see the "French paradox and heart diseases", via a google search on this one), prosperity, Statue of Civic Responsibility, sustainable eco-villages, affordable and-or free public universities (considered a right in France, not a social privelege), Art, Culture, Music, Sports, the "air car", wind turbine (and windmills), pedal power energies, hemp industrial production, kudzu as biofuel, meaningful access to Justice issues, the tobacco challenge, collective defense questions, this will necessarily ricochet back to the U.S mainstream media (and Joubert knows how to present well before this medium, having worked in French theater for five years and participated with some success (16,646 votes) in Wa State's 2008 gubernatorial race, see qualification section) and then, Americans will be better motivated to engage in similar debates and in investing in holistic health, better access to civil justice, sustainability intelligence, spiritual fulfillment and, among other key fields, preventive holistic medicine, e.g. two to three weeks of spa-hot springs-detox and revitalization "séjours" (i.e. "stays") in mountain retreats for stressed out patients, as is done in France for over fifty years, at the expense of public finance, is cheaper than irresponsibly "imposing" on society chronic debilitating diseases and public finance bankrupcy, two of the deep causes of the demise of the Roman, the Ottoman and hundreds of other Empires during the last most recent 10,000 years.
Being civically responsible therefore necessitates a new priority, the expressing, the awakening of an old dormant gene, the gene of "civic responsibility":
And this can be accomplished via the public and private teaching to the People that their most precious gift, their most sacred resource is less their bank account, their mansion, their societal "recognition", their pricy prestige diplomas, their "clan" than the cleanliness, the integrity and the strength of their "inner Temple". And what they put therein. As this will determine the ultimate issue of life and death. Of painful and divisive failure. Or unifying success.
These then are "...the necessary conditons of peace and no distant millennium" (F.D.Roosevelt).

Above, one of the twelve proposed candidates to become the 21st century symbol of the "Civic Reponsibility Statue"(CRS, for short). In symbiosis with the Lion, would be a huge dove watching over the lion on a no less huge cacao tree branch.
Above, the proposed DNA spiraling strand tower or Temple would be at least 300 feet high, shaped less like the Eiffle or Space needle towers than like a huge spiraling Sequoia Tree and reaching the stars for that MISSING and-or under-developed "CIVIC RESPONSIBILITY GENE". Its underground "root" counterpart should be at least 200 feet deep and full of protection chambers, chambers which will contain the most valuable knowledge of Humanity, in the form of dvds, hard disks, micro-film, books and art. And some oxygen tanks and superfoods in case a comet or a hydrogen bomb crashes on the surface of the Earth.
(CONTINUING FROM ABOVE). On the other side of the lion would be the three magicians each bestowing to the hungry lion and to the starving little boy live and wild Bonobo food. Bleuberries. Bananas, Rasberries. Bleu, white and red, the three colors of the History of human rights and duties struggles. These magicians could be represented by three prophets known for their effective non violence approach and healing knowledge: Boudha, Krishna and Yashua, all enlaced in medicinal plants and resins garments (jasmin, ferkensen, myrh, patchouli, yang-yang). The non-violence element would signify that all Nations of the World would have joined a Heavenly Republic, equipped with universal competence in those trans-frontier spheres that necessitate a supra-national policy (war, world economy, epidemics, natural catastrophes etc), that they would all have disarmed and transformed their weapons into "ploughs", to till the badly bruised soil of the Earth. It would also mean that Nation-States would no longer be governed by greed, corruption, and destructive "special interests". It would also mean that among social groupings, social justice, "ahimsa" and "primum non nocere" ("first do no harm") would be the new founding principles upon which State Constitutions would be re-written. (i.e,, "primum non nocere" is the "sermon" upon which all Western physicians (M.D.) swear by when they start out in their professional career, a principle derived from Dr Hippocrates, the father of Western allopathic medicine, who would be represented by the cacao tree. As this too (non violence) is part of the reality of "civic responsibility", the duty to be non violent to one's self first and foremost. And to Life.
THE PROPOSED "MISE EN SCÈNE" DEPICTING A DYNAMIC DISPLAY OF THE NOTION OF "CIVIC RESPONSIBILITY" AND ITS INTERPLAYING "ACTORS".
The lion's paws would be ten times bigger than the biggest paws of the ancient Egyptian's Sphinx and would protectively encircle a smiling, but maimed and ensaddened little African boy (i.e. leg amputated), which would represent Society's lack of civic responsibility to the Children of the Earth, 25,000 of whom die from easily avoidable causes each day (see the sides of this webpage and the bottom of this webpage for the details and a better view of the picture).
This little boy, sculpted in gold, paladium, silver and marble will also be the artistic 21st century representation of the future boy (person) of "civic responsibility". His cane or crutch will represent ploughs. To till the man made deserts of the world. Transformed from the weapons of death. This "male" vision is complementary to the "female" Statue of Liberty vision, it is not discriminatory against little girls because we have the female representation of the Statue of Liberty since at least 1887 and the protective Princess rooted within the huge cacao tree (A Maya representation of the Divine (for the details, please click this sentence on the History of the raw vegan chocolate mousse and its cacao tree and Mayan Divinity Source).
All of these props would need to be inserted within a huge Park planted with the most colorful of medicinal and healthy plants and fruits, so as to suggest, like in Taoist Art, the importance and sacredness of Nature. And the beauty of the Mesopotamian Garden of Eden.
Planes, Spaces vehicles and Ships should be able to view the "Civic Responsibility Statue and Park" , from afar. And still feel a sentiment of awe and bewilderment.
